Planning a Postwar Deployment

On Tuesday, the British and French defense ministries announced that around 2,800 troops from 11 nations will stage Exercise Koalicja from 9 November to 22 November in Poland to rehearse a prospective military deployment once fighting ends in Ukraine, according to Euronews and the UK government.

The rehearsal matters because it marks Europe's most concrete step toward establishing a collective security structure that does not rely on the United States. For European citizens and governments, the maneuvers demonstrate whether continental militaries have the capacity to secure skies, protect vital Black Sea shipping lanes and deter renewed Russian aggression on their own if peace negotiations take hold.

Planning a Postwar Deployment

According to the UK government, the Multinational Force Ukraine, known as MNF-U, is the military arm of the Coalition of the Willing and is led jointly by Britain and France. The coalition was set up in 2025 and is designed to enter Ukraine only after a ceasefire is agreed and solely at the request of the government in Kyiv. British and French defense officials emphasised that the initiative is not a peacekeeping mission or a ceasefire-monitoring effort, but a reassurance mission intended to rebuild and regenerate Ukraine's armed forces.

The drills will take place around the Polish town of Nowa Deba, located roughly 100 kilometres west of the Ukrainian border. French General Armel Dirou and British three-star general Lieutenant General Tom Bateman will jointly direct the land and air activities, evaluating how well diverse national units can coordinate personnel movements, logistics and equipment across borders.

The British government stated that the UK is deploying 300 personnel, including troops from the British Army's 7 Brigade, known as the Desert Rats. The Guardian reported that Britain is sending 300 soldiers from the 7th Light Mechanised Brigade, while France is contributing 1,500 troops from its 1st Division, though The French contingent at 1,100 troops. Royal Air Force Typhoons and a Voyager refuelling aircraft will fly sorties overhead to simulate how allied air patrols would reassure commercial air travel once Ukrainian airspace reopens, according to the UK government.

The remaining participating nations include Belgium, Estonia, Germany, Lithuania, the Netherlands, Poland, Spain and Sweden, according to the UK government. At the same time, Turkish armed forces will run a maritime simulation from Istanbul to test coordination for future naval mine-clearing efforts in the Black Sea. The joint statement released by the French defense ministry noted that Turkish personnel will not take part in the land exercise in Poland.

The multinational force operates outside NATO command and has little to no American involvement, according to Euronews and The Guardian. Western officials told The Guardian that the force will avoid relying on American systems or technology, such as the Starlink satellite communications network. Concerns about the consistency of American support grew after the United States abruptly restricted Ukraine's use of the Starshield military satellite network for about 10 days, The Guardian reported.

Western officials also told The Guardian that European troops stationed in Ukraine would be permitted to return fire in self-defense if attacked by Russian forces. While troops would be stationed well away from the front line, the rules of engagement allow the force to defend itself against threats such as Russian drone strikes, raising delicate questions about how Moscow might react to any armed clash, The Guardian noted.

An Elusive Ceasefire on the Ground

The major obstacle facing the force is that the war it aims to follow shows no sign of stopping. The war is grinding toward its five-year milestone following the full-scale Russian invasion in 2022, with neither side nearing a decisive breakthrough. Despite renewed diplomatic discussions, fresh peace efforts have achieved little progress while both countries continue striking each other's energy infrastructure, according to The Guardian.

An Elusive Ceasefire on the Ground

French General Armel Dirou said the exercise is not intended to flex muscles or act as a show of force, noting that only light equipment like drones will be used rather than heavy tanks. Yet British Defence Secretary Wes Streeting insisted that the allied preparation is far from theoretical, stating that European nations are building a genuine force ready to act the moment fighting stops.
